This works with 1.1.9. Indeed, it has worked since... A long time ago, I
can't recall when.

When you install mingw, you must have installed the w32api files along
with it, and the Msys shell and probably the Msys-DTK.

That should be all you need, and includes the header files needed to
build fltk, with thread support, on win32.

It should Just Work. If it does not, then I'd suspect there is something
wrong with your mingw or Msys installation...
