Are you testing on windows 98 ? I only have Windows Vista here and it works, I compiled it for a windows console that's why the command prompt appear, but the dillo browser should come up after "Nav_open_url:new url 'about:splash'".
Just in case you have "depends.exe" can you run on dillo.exe to see if it's missing any dynamic link dll ?
