This (the who owns what) came up in Phil's NuGet preso today. Seems the gist 
is that, like RubyGems, anyone can submit and become the owner, but that a 
hash token is assigned to the new 'owner' to ensure that you can't override 
an existing package--at least that's how I understood it.

Waiting for a response back on how to override an existing package. I'm a 
bit uncomfortable directing people to the package if any Joe can override 
what's there. At least the build server/github locs are somewhat verfied. :D
