I'm kicking a few ideas around at the moment.  I used to use a program
on Windows that used to simulate Wind Chimes.  I want to recreate that
package, but using a 3D Soundscape.

FluidSynth seems like a good place to start.  OpenAL does 3D.

Has anyone done anything like this?  Any plans to add OpenAL support?
