Ok, so here's a summary of my understanding of the desired behaviour. We'll implement this, unless we're told that it's wrong :-)
- If an attempt is made to move a portlet ahead of a locked portlet (either by mouse or by keyboard), a warning message will appear. The message will NOT appear at any other times e.g. below the last spot in a column.
