VULAB-169 Patch Review - INSTALL.txt

I've written a basic how-to install VULab Web Component, and I've collected it into INSTALL.txt. 

This patch svn add's the file to the homedir of the site.

NOTE: this is for vulab 0.5b branch, not main trunk.
