I've discussed the implementation with Michelle and Jacob. It
seems that it isn't really technically possible to implement what
I expect "minimum text size" to do, as described above.
My question is: If we can't do this, should we be offering to do it?
Maybe given what we *can* technically do, the control should be
labelled "Base text size"
