Unfortunately, for many of us that means the release isn't available at all.
The easiest way to do it is to use the Maven release plugin to do the release. That will publish the artifacts to the ASF staging repository. The artifacts can be voted on there and then those that need to end up in the /dist directory can be moved . See http://www.apache.org/dev/publishing-maven-artifacts.html. Since the release has already been performed you will probably need to manually deploy the artifacts to the staging repository and then promote them so they will be published to Maven Central.
