Summary (updated)

Hadoop 23 profile build is failing because of HBASE-6020. This change is a 
temporary fix until that is fixed. In Hadoop-23, Hbase sink will not be built. 
Added some rat excludes profile-wise, to make sure the binary artifact is also 
build-able. 

Sorry for incorrect naming of the patch.
