I have to disagree with closing this. This is a problem. It is unreasonable to
expect that developers cannot edit the project with an IDE and then run a build.
I also have to say that I really don't understand why this fails the build.
Other projects I work on use "mvn site" to generate their site. The RAT report
is generated as part of the site information. Having invalid licenses doesn't
cause the build to fail. It does, however, cause releases to fail as that is
one of the things reviewers normally check.
