Summary: Clarify sink behavior when batches of events are taken.

Some sinks like AvroSink return backoff only when no events were read from
channel. Other sinks like HDFS, HBase, Null etc. will return backoff if
channel.take ever returns null (basically all events in the channel were taken).
We should decide whether backoff is returned if:
* No events were taken during the transaction (or)
* All events available were taken from the channel, regardless of how many
events were taken in that txn.
