To answer your questions...

1, We have no immediate plans to support custom line styles for v8. The
problem is that application library we use for reading v8 doesn't
currently support this function so we don't have an easy way of
implementing it.
I'm sure we will implement this within FME as soon as we are able, but
again because it is a third party library I can't give a date for this.

2, The number you are seeing for igds_style for custom line styles
refers to the unique ID number for that line style that appears in the
DGN file header. For a feature with a custom line style I can't see any
other value that could usefully appear here.

Hope this helps to answer your question. I'm sure we will implement this
