Yes.  Unfortunately, none of the alternate datasources for the tab files seem 
to work with FME.  Have someone with MapInfo open the file and do a Save As on 
it.
 
Alternately, you can access it as an Access data source and form the point 
geometry yourself.  You don't get any of the symbolization this way though.
