Thank you for this update, there are rare instances where this will be very useful.
However, I would like to re-iterate to the OP that in the Microstation world, this is NOT the recommended method of achieving their goal. Associating database records should be performed via assigning an MSLINK to the DGN element.
The unique Element ID's in Microstation should only be used for things like Association Linkage and other built-in things.

Hi Group
Just a brief message to let you know that I'm told DGN element id will
be exposed in the next FME2005 build (probably build 1631 or greater)
I haven't tested it yet so I'm not sure whether it includes writing the
ID or just reading it.
It only applies for DGN v8 - as other people have pointed out any v7 IDs
that exist are prone to change and only valid for a single point in
time.
Hope this is useful - let me know if any problems arise.
