Hello everyone. Just to answer my own question.
After trying all the tricks in the book the oldest one worked. I did a clean install of Tiger, did all the updates to 10.4.11, and installed FMSA 9 again. Everything works fine now. It seems that somewhere in the system port 16004 was being used by another application in the background. I suspect an older version of PHP is to blame.
