By comparison, the Info palette describes distances from the edge of the layout.

So if you're translating layout-relative coordinates to menubar- relative coordinates, then yes, the results can be different sizes on Mac and Windows. For starters, Mac OS has a fixed size window title whereas it can be altered by the user in Windows.

Although it all sounds messy from a DDR perspective, I can't say it's really posed a problem in my years of programming...

An interesting report. Much appreciated. And it sheds SOME light on the method to this madness. [Note: I blame Windows! Natch....]
