I'm not an expert in EMR's. However I work with people who are. Here is one perspective, from a pediatric hospital.

In Ontario, there is an initiative to ensure that a child's EMR is available to any healthcare provider who needs it. This is provided through an online network. Whatever the concerns about EMR's in the US, what I have been shown of it's benefits in supplying timely and essential information about young patients at risk far outweighs any concerns. These issues can be mitigated. There is no substitute for supplying a doctor with thorough and up to the minute information about their patients.
