Anchor-buoy method

Much of the information I read about setting up table 
relationships recommends the "anchor-buoy method". As far as 
 can tell, this is a very useful and effective way of doing 
the job. Yet I am struggling to find a systematic 
explanation of how best to go about using the anchor-buoy 
method. Can anyone point me to a helpful source?
