Does anyone have a suggestion for a free or low cost geocoding service that I can access from from a desktop app?

It has been brought to my attention that my very straightforward and elegant coordinate lookup solution for a client violates Yahoo's terms of service.

Yahoo states that you may not use their geocoding APIs for anything other than placing dots on Yahoo maps! Also they prohibit the use of their data from being stored.

Google says that you may not use theirs unless the application is freely accessible to the public on the web and not on a private network.

Commercial services are expensive for the 20 or 30 lookups my application will do a month for this client.

The free services prohibit "commercial" use, but I can't get a clear idea of what "commercial" actually means in this context. Some of these terms of service I've read (Eyes. Growing. Blurry.) prohibit so much its a wonder anyone can actually use them productively.

Any wisdom from the my fellow FileMaker-ites?
