If you want the privilege-based set to stick *regardless of layout*
then check the 'Use as file default' option of the Install Menu Set
script step - you'll also need to set each layout's set to 'Use file
default'

shutdown or another script is called to set it? That's the way I
thought it would work.... maybe I'm missing something.
