I had this trouble when I first started using IWP, but it has been a
few years since I solved it. I think I remember that I had to set up
GUEST user with privileges to whatever fields are used in creating the
value lists and set GUEST as the first user or permission set in your
list of privileges in all the files where you are trying to share info
with your web-available file.
I have a file accessible via IWP that uses value lists and displays
all sorts of info from linked files, so it is possible--at least in
the Mac versions of Filemaker and FM Server.

source files, value lists & related fields are not available – I get
a “<File Missing> error on the web page, and the field with the drop-
down list using another files value list, will not allow any data
input.
Any help would be welcome.
