The restriction as to platform applies only when you bind a RUNTIME solution; it will be specific to whatever platform you're running on at the time you do the binding. At the commercial level, most developers will gin up 1 each for Mac and Windows and fit them both on the same distribution disk if possible, leaving it to the end user to install the proper one on theiri own hardware.
