> <!--begin story--> OAKLAND -- Mandatory licensing for handgun owners, akin to
> the state's requirements for drivers, is the latest gun control proposal
> being pushed by state Sen. Don Perata, D-Alameda.
> At a press conference Tuesday, Perata said he plans to bring such a bill to
> the state Legislature in January. He will discuss its components with the
> public at a Thursday town hall meeting hosted by the Alameda County Bar
> Association.
> It took Perata 13 years to achieve success with the recently enacted Senate
> Bill 23, the far-reaching assault weapons ban he authored. And he
> acknowledged Tuesday that he will likely face even more challenges getting
> the new proposal past gun owners and manufacturers who would oppose such a
> stringent law.
> "It will probably make the assault-weapons fight look like a schoolyard tiff
> in comparison," he said.
> Under the proposed requirements, handgun owners would earn licenses by
> undergoing fingerprint background checks every four years and passing firearm
> proficiency and safety tests. Owners would be required to report stolen
> weapons, carry photo identification and renew their licenses every four
> years.
> He also is considering authoring bills that would require owners to register
> new guns and carry liability insurance and extend
> product-liability<!--appended section--> provisions to cover firearms
> manufacturers.
> Perata will solicit support for his proposals at Thursday's public forum on
> gun violence. He will join Assemblymembers Audie Bock, G-Piedmont, and Ellen
> Corbett, D-San Leandro, in a panel discussion of the legal tools available to
> tighten firearms control.
> Spurred by recent high-profile shootings in the state and across the nation,
> the bar association's gun violence prevention committee organized the meeting
> in an attempt to forge an alliance between lawyers and lawmakers. Director
> Rena Rickles said it is the first time a group of attorneys has taken such a
> stand.
> "Never before have the attorneys put themselves out there in the community,
> telling legislators to write the laws that we need," Rickles said.
> All will have the opportunity to speak, Rickles said. Other scheduled
> speakers include Oakland Police Chief Richard Word and Councilmembers Nancy
> Nadel (Downtown-West Oakland) and Henry Chang Jr. (At-Large).
> <HR WIDTH="20%" ALIGN=CENTER>
> The town hall meeting will be 7-10 p.m. Thursday at the First Congregational
> Church, 2501 Harrison St., Oakland.

Take particular note of the proposed registration of all new guns, which will
inevitably lead to the same confiscation as on SKS with removable magazines.
