man sendto

"ERRORS
ENOBUFS
The output queue for a network interface was full. This generally
indicates that the interface has stopped sending, but may be caused by
transient congestion. (This cannot occur in Linux, packets are just
silently dropped when a device queue overflows.)"

Try changing the timing policy to slow things down a bit (e.g: -T
Polite) Although, as the message says it *will* retry after 60 seconds.
Assuming the output queue has decreased by then it should continue with
the scan.
