It's not likely that your domain policy is being overwritten. Rather, your
domain policy is undefined for the setting in question, which means that it
is not overriding the local policy. To solve the problem while reducing
processing overhead caused by conflicting policy settings:

1. Change the local policy settings to "undefined". If this is a file system
permissions setting, remove it.
2. Define the policy in the appropriate group policy in AD. 

Alternately, there may simply be a group policy in AD already that defines
the setting and is overwriting the policy you're viewing.

Third possibility- what you're seeing is a group policy that is
*implementing* the setting in question, and it's not actually being set at
all at the individual machine level.

Use GPResult or GPMC RSOP to find out what policies are actually being
applied to the machine.

P.S. Best advice- when working in an AD environment, don't use local group
policies. Use only AD group policies. :-)
