We force it in our computer labs via the shutdown.exe command issued
from a server.   We will also be rolling it out to our admin network in
the very near future.

So, from the looks of most of the replies, folks are counting on
GPO/WSUS to
enforce screenlock/updating, but rely on the end-user to restart their
systems.
