You want to download the "Shared Computer Toolkit" from Microsoft... It'll let you turn any account you want into a locked-down kiosk interface if you wish. All settings managed through a GUI...
In just searching MS for the download link, it looks like the tool has been rebranded "Windows SteadyState."
