Next question is about transparency of the legislative process to help us
change the culture of secrecy in Spain. 

 

1.    In your country, are draft laws available before being passed to
parliament? 

2.    Is there a legal requirement for/tradition of published white papers /
policy documents being developed in advance of drafting a law?

3.    Is there any legal requirement (or a strong tradition) to have some
kind of public consultation before a law is passed to parliament? 

 

If you know the typical timeframes or those required by law, it would be
much appreciated J
