As you know, the South African law is under review. A Ministry official 
mentioned you in a briefing yesterday - he said he cited you, and then said  of 
the Johannesburg principles, 'this work is being reviewed'. He seems to imply 
that this is something you are doing/involved in? Anyone know about the 
Johannesburg principles being reviewed?  The recording of what he says is at

I am doing a research paper on the issue of the scope of definition of  
national security in FOI and secrecy laws and other instruments (eg  
regulations and orders). In some cases, these definitions are quite  
detailed, while in others they are rather general and it is left to  
courts to interpret them.

Please let me know if there are materials from your country that you  
think would be useful (in English, French or Spanish). I will of  
course circulate the paper to this list once it is complete.

I am conscious that about a year ago I wrote asking for material on  
amendments to FOI laws, also promising to circulate the paper once  
final. It is now going through the final editorial process, so  
hopefully I will be able to send you all quite soon (and prove that I  
do keep my promises  :)
