International Right to Know Day 

Seminar: What the EU can learn from others 

& AsktheEU.org - a new tool for improving EU Transparency 

On the occasion of International Right to Know Day, a high-level conference
organised by the European Ombudsman will discuss how to improve EU
transparency. Currently lack of transparency lies behind one third of
inquiries carried out by the European Ombudsman each year.

The right of access to EU documents is also an under-used right. On 28th
September, Access Info will also be launching AsktheEU.org a new web portal
which makes it easier for members of the public to file requests for
documents with the European Union.

In the context of the 20 September 2011 launch in New York of the Open
Government Partnership, lead by the US and Brazil, the discussion will also
focus on what the European Union can learn from the massive advances in
transparency made around the world in recent years and the new "open
government data" movement.  

The line up of speakers is as follows:

>     Heidi Hautala, Finnish Minister for International Development and
former MEP

>     Thomas J. White, Deputy Chief of the U.S. Mission to the EU

>      Helen Darbishire, Executive Director of Access Info Europe, 

Chair: Geoff Meade, Europe Editor of the Press Association.

International Right to Know Day, which takes place every 28 September, was
established in 2003 by access to information advocates from around the
world. Its aim is to raise awareness of every individual's right of access

AsktheEU.org is a web portal developed by Access Info Europe
<http://www.access-info.org/>  and mySociety <http://www.mysociety.com/>
portal via which anyone can file a request to any institution, office, body
or agency covered by the European Union Access to Documents Regulation
1049/2001 <http://www.europarl.europa.eu/RegData/PDF/r1049_en.pdf>  and
under the right to documents in the Treaty of the Functioning of the EU
<http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=OJ:C:2008:115:0047:01
99:en:PDF>  (Article 15). 

The portal, which will be called www.asktheeu.org <http://www.asktheeu.eu> ,
will track the responses received from the EU institutions, and provide
opportunities for users to rate their satisfaction with the answers
received, as well as file confirmatory applications.
