There is currently a lively debate on how to measure openness and
transparency going on. 

 

In the latest development, transparency activists from Spain have criticised
the Web Foundation's Open Data Index for being inaccurate and over-generous
in its rating of open data in Spain:

There are also discussions around Sheila Coronel's paper Measuring Openness:
A Survey of Transparency Ratings and the Prospects for a Global Index by
Sheila Coronel, see www.access-info.org for more details. A clarification by
Sheila Coronel to comments by Helen Darbishire and Toby Mendel has been
posted today. 

 

Access Info Europe is looking at how to link these debates to our proposals
under the Open Government Standards initiative www.opengovstandards.org so
that we advance to more precise measures of transparency which accurately
reflect levels of access to information in practice.
