The Right to Get the Information  presented to Iraqi Parliament     1. 
Enhancement of transparency concept at all governmental establishments and 
organs through exposing all information and documents, as a base to be 
endorsed by the Iraqi Parliamentary legislation that will not contravene 
with the directives of the executive authorities as well as abrogating all 
legislations issued before 2003 that contravene with the right to get the 
information. 2. Preparation of administrative systems at all Iraqi 
establishments and organs that will fit the Right to Get the Information 
Law, building vocational cadres that believe in the right to have access to 
the information as a human right. There is an international obligation on 
Iraq, obliging it to legislate a law on the right to get the information. 
3. Finding a quarterly evaluation that will gauge the limits of 
governmental cooperation in providing the information to all people, in 
addition to gauge the implementation of the responsible officials according 
to this quarterly evaluation, provided that the media organs and civil 
society organizations will be basic partners in the evaluation process. 4. 
Abrogate the concept of "the information for who will need it" from all 
governmental establishments, building up open-minded organs and developing 
governmental procedures to guarantee the flow of the information to all 
people. 5. All official meetings should be open for the media, civil 
society organs and interested people in a transparent way.    6. Hiding the 
information by officials shall be a major violation of human rights. 7. 
Prevent the courts from hearing charges against journalists and media 
organs for publishing any information or document. 8. Creation of certain 
mechanism to deal with different media organs in fields of providing the 
information, facilitating access by press identity card, without official 
correspondence and complicated routine. 9. Journalists should be provided 
with all facilitates to cover news and events, getting the information 
particularly in crises and obliging all media offices at the governmental 
establishments and organs to provide the information, news, reports and 
press releases, as well as facilitating entry of trials and continuously 
visiting prisons . 10. Oblige all official organs to provide electronic 
sites to publish their statements, documents and other details. None 
publishing such news should be an avowed violation. 11. Oblige media to 
publish all contracts and bids' sessions for the projects, provided should 
be in a transparent way. 12. Enhance the relation among governmental 
organs, media and civil society organizations in a manner that will serve 
the right to get the information smoothly and realistically.   Iibrahim
