If you haven't already done so, you should probably post a request for
guidance on the Unicode list as well ([EMAIL PROTECTED] ; subscription
instructions are at
http://www.unicode.org/unicode/consortium/distlist.html).   I don't know
that there was ever any intention that the PUA (private use area) be used
for the purpose suggested above, though I'm no expert on Indic scripts, but
if someone is going to do the work of providing a solution for Bengali on
XFree86, it would make the most sense to implement the Unicode Standard's
recommendations and *other standards* wherever possible rather than come up
with something sui generis and thereby contributing to the proliferation of
standards.
