Xft provides a pure Unicode API to applications; it currently contains
translations for a few common TrueType encodings to map those to Unicode,
but I don't plan on adding the huge amount of data necessary to transcode
the encodings found in PCF files.

Instead, I'd like to suggest that we create a separate tool that can
transcode the fonts not already available in a Unicode version into Unicode
for use by all Freetype based applications.

One important question is whether XFree86 currently contains fonts with
glyphs not covered by Unicode; Freetype has support accessessing unencoded
glyphs in other formats, it may be that we just need to create similar
infrastructure for PCF files.
