There is no makedoc.bat in that directory (in current CVS).
I suggest you update and make sure your cvs client properly deletes removed
files (some windows clients have trouble with this).
If you want to use the PDFTranscoder I suggest you go and read this page:
http://xml.apache.org/fop/svg.html
and take note of the second section.
