FOP is a interpreter for XSL:FO that can write target formats like PDF, PCL, RTF, PostScript, MIF, Text etc. If I understand you correctly you want to convert a PDF into a bitmap format. This can be done using Adobe Acrobat 5. Don't know about SVG, though.
