Thanks for the reply Keiron, I have the JAVA_HOME pointing towards the JDK and not the JRE. Just for confirmation, I have installed JDK 1.3 and changed the JAVA_HOME pointing towards the JDK 1.3 directory. Now, I'm able to successfully execute build.bat. It seems like to be a problem with the java version. I'm using fop version 0.20.3. Is 0.20.3 not ready for JDK 1.4?

It needs to be a jdk directory that contains extra jars.
