I was looking at some of the border issues and would like to ask for a little clarification of which of area rectangle that is described by Block.getHeight and Block.getWidth.

I think the intention was that it is the allocation width and height, the content is then calculated from the border, padding and indents.
So the width and height is the external values for use by other elements for example when working out the ipd or bpd used by the area.
