I got the impression that this will not be fixed directly as in Forrest 0.8 the whole "skinning" system is going to change. If we want HTML 4.01 compliance now we have to live with the fix I provided and apply it locally to our Forrest installations. An alternative, which wouldn't require this patch, is to switch on i18n generation in Forrest. However, that changes the site layout like http://xml.apache.org/fop/compliance.html would become http://xml.apache.org/fop/en/compliance.html (for the English locale).
