The problem is not with FOP, but with Oracle's XML parser or XSLT implementation. As shown in [1] the problem seems to be solvable only by replacing Oracle's parser and XSLT implementation with Apache's Xalan-J and Xerces-J or another package. At least three people had this problem so far. Someone should really file a bug with Oracle so they fix their bug.
