Busy times. Anyway, today you got lucky and I looked into this. Vertical alignment (display-align) was actually not implemented for RTF output at all. But it was easy to add, and so I did: http://svn.apache.org/viewvc?view=rev&rev=492769 Please note that this will not make it into 0.93, so you'll have to use the latest FOP Trunk code from SVN. In my tests text-align worked as expected. Please retry with the latest FOP Trunk.
