Hmmm. Strange. Here is the config I am using (fop.xconf):

<fop version="1.0">
  <use-cache>false</use-cache>
  <base>./</base>
  <strict-configuration>true</strict-configuration>
  <renderers>
    <renderer mime="application/pdf">
      <filterList>
    <value>flate</value>
      </filterList>
      <fonts>
    <directory>./fonts</directory>
      </fonts>
    </renderer>
  </renderers>
</fop>

I placed the angsanu.ttf file in a fonts directory in the directory that
contains this config. I turned of the font-cache to make sure it is using that
font.

Perhaps you might try this also?
