evidence of rgb-icc() failure in region-before (et al)
Attached tar file has fo files which show that one cannot use rgb-icc() to set
background-colour the regions of a simple-page-master. It has been suggested
(PS) that the problem is that the fo:declaration block is after the
layout-master-set.
