Resolution: Won't Fix
The font you use with this example is not a TTF/OTF font that contains the
necessary GSUB/GPOS tables. Complex script support requires use of supported
fonts. See
http://xmlgraphics.apache.org/fop/trunk/complexscripts.html#supported_fonts for
further information. Suggest you format into PDF and then use a PDF to PS
conversion tool.
