From what I understand about https://www.w3.org/Bugs/Public/show_bug.cgi?id=6276 it clarifies mainly breaks when nesting blocks. I also agree that your test case should produce a 4 page output. But two sibling blocks, like in my case: <fo:block break-before="page"></fo:block> <fo:block break-before="page"></fo:block> Shouldn't that generate two page breaks?
