Maven JAR is incomplete

Hello,

The fop-2.9.jar  available at 
https://repo1.maven.org/maven2/org/apache/xmlgraphics/fop/2.9/ has only 
2Kb and contains only META-INF folder.
It seems that it has not been deployed correctly onto Maven repository.
