When generating a new PDF, the output PDF’s size balloons if the input PDF’s
filter is inside an array, as FOP will be looking for the filter itself, not an
array.
Replication Steps:
Unzip the attachment added to this ticket, and use the resources inside of it
to run fop in the command line.
