I tried to create a PR draft for the main issue : FWK005 parse may not be
called while parsing.

After that there are still some test failure I'm checking.
But I tried the snapshot build (skipping tests) and my projects dependant on
Apache FOP 2.11.0-SNAPSHOT seems to work.
If you want I can try to help on this issue.
