While creating [BUG-3282|https://issues.apache.org/jira/browse/FOP-3282] I
think I have also found another possible accessibility "tagging" issue.
I have found the "Table Title" TH and the "column headings" TH appear in
different location within the "tagged" structure. "Table Title" TH is located
at the bottom of the Table "tagged" structure while the "column headings" TH
appears at the top!
"This is Column A" TH Heading selected in the "tags" and highlighted in the PDF:

If I drill down in the PAC validation results, it reports "Table header cell
has no associated subcells":

I was initially thrown by the PAC image as you can clearly see there are
additional "subcells" associated with the TH. But, like I mentioned previously,
the "Table Title" TH Heading is appearing at the bottom of the Table "tagged"
structure so the validation of the "tagged" structure is correct.

own at the bottom of the "tagged" Table structure.
