In general, yes. There are places where fractional point font sizes are said to work, I believe bugzilla has a bug related to it.

If so, Does anyone know a work around for this?
Try SVG. I believe it also can only use integer point sizes,
but I saw a post probably claiming that using 15pt and scaling
by 0.5 should work with SVG font stroking.
